Report finds over 70% eSIMs connect to networks in countries outside advertised destinations

報告發現逾70%的eSIM連接至宣稱目的地以外國家的網路

TAIPEI (Taiwan News) — More than 70% of eSIMs tested by Taiwan’s Consumers’ Foundation used internet networks outside countries where the services were advertised to work, according to a recent report by the foundation.

The foundation tested 172 eSIMs sold to travelers traveling to popular destinations and found only 27.9% used networks registered to operators in the countries listed on the products. Most connected through roaming services in third countries or regions, or through networks registered elsewhere.

The top travel destinations for Taiwanese travelers include Japan, China, South Korea, Hong Kong, Vietnam, and Thailand, according to the National Immigration Agency.

The foundation found 40% of the tested eSIMs used networks operated by Chinese state-owned telecom groups, including China Mobile, and 70% of the networks were located in Hong Kong.

The foundation said it is often difficult for consumers to tell what network an eSIM will use until they arrive at their destination and activate the service. Only then can they find out whether the eSIM connects directly to a local telecom operator or routes their traffic through a roaming service in a third region.

The Ministry of Digital Affairs said in July that eSIMs may route users’ internet traffic to servers in third countries before forwarding it to local networks.

The foundation advised travelers using eSIMs to avoid logging into online banking, entering credit card information, or handling other sensitive data unless they have confirmed the security of the network. It also recommended using HTTPS-encrypted websites or a VPN when possible.

The foundation called on authorities to consider requiring eSIM providers to clearly disclose the telecom operator providing the service, the data transmission architecture, and if traffic is routed through a roaming service in a third region.
