Taiwan to legalize cabin scooters

TAIPEI (Taiwan News) — The Ministry of Transportation and Communications on Wednesday announced plans requiring cabin scooter riders to hold a light vehicle license.
The ministry recently released draft amendments to the Regulations Governing Road Traffic Safety, per CNA. The revisions would permit enclosed three-wheeled scooters with steering-wheel systems to legally operate on domestic roads.
The draft formally classifies them as cabin scooters. In line with practices in Europe and Japan, they will be issued scooter license plates.
Referencing Japan’s regulations, the ministry said cabin scooter riders must hold at least a light vehicle license. They will follow the same road rules as light vehicles, but are barred from using national highways and expressways.
Riding without a valid license may result in fines ranging from NT$6,000 to NT$36,000.
Inspections for cabin scooters will follow light vehicle standards, including initial registration and periodic inspections, as well as window tinting rules. Riders must wear seat belts and parking will be allowed in either light vehicle or scooter spaces.
The draft regulations will undergo a 60-day public comment period, followed by legislative procedures.
