Environment minister says details of plan will come mid-2025


TAIPEI (Taiwan News) — Details of any local version of the EU’s carbon border adjustment mechanism (CBAM) will not become clear until the middle of next year, Environment Minister Peng Chi-ming (彭啓明) said on Monday (Oct. 14).

Peng said the environment ministry would discuss the issue with the finance and economics ministries in the interim, per CNA. He also said that Taiwan had cooperated with regulatory bodies in the EU and Japan to ensure Taiwan’s carbon fees aligned with local regulations.

The EU’s CBAM rules impose tariffs on imports of carbon-intensive goods to avoid outsourcing production to high-emitting markets. The rules aim to even out the price between goods produced in the EU where carbon fees apply and goods produced in markets where they do not.

The environment ministry approved a carbon fee rate of NT$300 (US$9.32) per ton on Oct. 7, with preferential rates set for certain emitters. After announcing the rate, Taiwanese industry members recommended that Taiwan implement its version of CBAM to ensure local industries remain competitive when carbon fees are introduced.

In September, the ministry said that Taiwan’s carbon fees would reduce tariffs on Taiwanese goods imported to the EU under CBAM. The ministry also said it would station staff in the EU to monitor the development of CBAM.
